Legal anomie for emergency procurement processes and its legal implications

The general objective of the research was to legally analyze the legal anomie for public procurement processes in emergency and its legal consequences. The approach taken by the researchers for the development of the methodology was based on a quantitative approach, through research, collection and critical analysis of documents and bibliographic references. In addition, a population composed of lawyers with the position of Public Procurement Specialists, who are in office, to determine the sample, which was random, the formula for finite populations was applied. Thus, the sample that was surveyed consisted of 11 Public Procurement Specialists. The inductive-deductive method was also used. It is concluded that the current Organic Law of the National Public Procurement System has a gap in the procedure to be executed in emergency contracts, since it does not exist and is not regulated in the Law.
