Control of public works construction processes for the preservation of the ecosystem

The general objective of this research was to analyze the control of public works construction processes for the preservation of the ecosystem. It was developed from the quantitative paradigm of documentary-bibliographic type. In the research, legal documents, norms and agreements were examined, extracting relevant information, and analyses were carried out contributing to obtain distinguished information. It is concluded that, in the contracting processes of public works involving the environment, there should be a control from the preparatory and pre-contractual phase, where the authorization of the entities subject to this activity, such as: the Ministry of Environment and the Ombudsman's Office, is allowed, in order to pass to the following contractual and execution phases and determine if the public resources provided by the State, at the levels of Decentralized Autonomous Governments, comply with their institutional objective, and also subject to the environmental legal dispositions.
