The general objective of the research was to legally analyze the urban infractions imposed by municipal ordinance, Ecuador. This study was based on the quantitative approach, through the search, collection and critical analysis of documents, bibliographic references, studies or research projects, from the interpretation of law. In this regard, documentary sources were examined and analyzed at a theoretical level, theses, and refereed works, doctrines and laws, among others, related to the central aspects of the work. Conforming the development and argumentation of the subject of study. It is concluded that administrative sanctions must be applied according to the normative principles among which proportionality stands out, in this way the state actions are adjusted to factual facts in a rational way allowing a true harmony around the pursued purpose. By coherently relating the seriousness of the infraction with the sanction imposed, the intensity of the sanction is modulated and the restrictions are balanced.
