The general objective of the research was to legally analyze the change of habits in citizen security. Case: Cotopaxi social rehabilitation center. Ecuador. The present research used the quantitative method which produces descriptive data, originating from data collection. Supported by the documentary-bibliographic review. In addition, the inductive-deductive method was applied. The analytical-synthetic method was also used. It is concluded that, Societies increasingly demand the duty of the State to provide citizen security and to promote the peaceful coexistence of all its members; for which public policies and the criminal justice system are hardened, which sees an incentive in physical structures that allow the control of those people who have committed crimes and that society itself perceives as elements that should be on the margin until they comply with their sanctions and can be reintegrated into society as productive people.
