Lack of normative regulation of teleworking in the ecuadorian public administration in pandemic covid-19

The objective is to analyze the lack of normative regulation of teleworking in the Ecuadorian public administration in pandemic COVID-19. Of documentary descriptive type with bibliographic design, it was applied legal sociological analysis with the purpose of achieving the objective raised, from the application of the technique analysis of content and analytical method - synthetic. Despite the existence of the Organic Law of Humanitarian Support, there is no regulation for the regulation of telework, have been established guidelines of support for the different institutions the same that are insufficient for what involves a whole regulatory aspect in the framework of rights, obligations, supervision, guarantees of quality and especially understanding the advantages that involves in resources the activities of telework, considering the difficult situation that established the development of the pandemic by COVID-19.
